Tiles having No Observations with Q>=5 after Version 3 Processing
There are 365 tiles having their best v3 observation at Q<5. This
number comes from the SIT file of 020130, which is 93.5% complete.
Thus, these numbers are expected to change slightly by the time we
reach 100% completion for v3 processing.
Roughly 90% of those 365 tiles have only one observation, and here
are the reasons why they were downgraded --
